As Commissioner, she presides over City Commission Meetings, along with Mayor Tarrant and Commissioner Mike Byrne.  Together, they preside over the policy-making functions of the City of Shelton while representing the interests of the Citizens of Shelton.

Mrs. Pannell was re-elected to her position as Commissioner in 2005 and 2009. As Commissioner, she works closely with Public Works and Community and Economic Development.  Shelton’s form of government has been modified somewhat in that all three commissioners make policy with respect to public safety, finance, and public works.
